About
Planning projects in California
California offers one of the most varied homeownership environments in the United States. Coastal salt air, marine fog, inland heat, mountain snow, desert sun, wildfire risk, drought, and seismic activity all shape the way homes are built and maintained. A home along the Pacific coast faces very different challenges than one in the Sierra Nevada, the Central Valley, or the southern deserts. Understanding how these environmental systems influence roofing, fire resistance, water efficiency, drainage, ventilation, and exterior materials helps homeowners make choices that support lasting performance.

Insurance requirements
Every licensee posts a $25,000 bond. Workers' comp is required for any employer, and HVAC and roofing licensees must carry it even with no employees. The requirement for all licensees is delayed to January 1, 2028. LLC licensees must carry at least $1 million in liability insurance. There's no recovery fund.
Rules vary by city and county. Confirm with your local building department.
Permit rules
The 2025 California Residential Code (based on the 2024 IRC) has applied statewide since January 1, 2026, and local building departments issue permits. Home improvement contracts over $500 must be in writing. Down payments are capped at $1,000 or 10%, whichever is less. Homeowners have 3 business days to cancel, or 5 if they're 65 or older.
Rules vary by city and county. Confirm with your local building department.
